Brent Spence Bridge Corridor Project

What is Progressive Design-Build? How is it different than the Design-Build or Design-Bid-Build processes?

The Progressive Design Build process allows for greater collaboration between the owner and the contractor during the project’s development, working together to finalize the design and reach a guaranteed maximum price.

Who are the key players on the project?

There are two primary entities responsible for delivering the project:

  • Bi-State Management Team (BSMT) made up of ODOT, KYTC, and a team of consultants supporting them.

  • Walsh Kokosing Joint Venture (WKJV) made up of Walsh Construction and Kokosing Construction Company, AECOM, Jacobs, Parsons, and several other firms.

When will the first contracts be put out to bid?

Some early work packages have already been awarded. Construction will formally start in early 2026.

Estimating and Bidding

Where can I find a list of opportunities to bid?

Opportunities to bid are posted on our website here: https://www.walshkokosing.com/bsbc-current-opportunities. Potential bidders should complete the Expression of Interest (EOI) form for each scope in which they are interested. When the scope is available to bid, invitations to Building Connected will be sent to each firm that completed the EOI.

I have questions about an Invitation to Bid. Who should I ask?

Once posted in Building Connected, each ITB includes a Scope Sponsor and contact information. The Scope Sponsor is the best person to contact regarding an ITB. For information about scopes of work that have not yet been posted in Building Connected, please contact WalshKokosingBrentSpence@walshgroup.com.

My firm doesn’t have the capacity to do the entire scope that’s listed in the ITB. What are my options?

Walsh Kokosing Joint Venture is working with Autodesk Building Connected to provide perspective bidders with access to a list of plan holders so that potential subcontractors can connect with potential prime contractor bidders.

What does it mean that this is a “union project?”

All firms working on the project, whether functioning as a prime or sub, must either utilize union members in appropriate roles or execute a Project Labor Agreement (PLA) with the relevant union(s).

What firms can be counted toward the Disadvantaged Business Enterprise (DBE) goals for a given scope of work?

Only firms certified as a DBE by Ohio, Kentucky, or Indiana can be counted toward the DBE goal. Firms should be certified at the time of the bid and have approval for the specific NAICS codes that are applicable to their work on the scope. Consideration may be given to firms that are close to receiving certification; but in all cases, certification must be received prior to signing of the contract. Note: other certifications, such as WBE, MBE, EDGE, etc. cannot count toward the DBE goal.

Contracting Process

What are bonds and what are the bonding requirements for this project?

Bonds are a mechanism that enable a project owner and contractor to minimize risk on large projects. These bonds help ensure that the work is completed, on time and correctly, and that all parties are paid in a timely manner. Walsh Kokosing is required to provide a bond to ODOT and KYTC in order to minimize risks associated with the project. Walsh Kokosing, in turn, will require each of its subcontractors to do the same. With limited exceptions, all subcontracts and purchase orders greater than $250,000 will require payment and performance bonds.

Delivering the Work

How long does it take to get paid?

Typically about 45 days from the end of the monthly billing period. Contractors and subcontractors will submit invoices monthly. Walsh Kokosing will combine those invoices with their own and submit to the owner. Walsh Kokosing will pay its subcontractors within 10 days of receipt of payment from the owner.

What is certified payroll and what are the requirements?

Certified payroll is a weekly report that contractors and subcontractors working on federally-funded projects must submit to the US Department of Labor. It's a requirement of the Davis-Bacon Act, which was passed in 1931 to protect workers from low wages. Firms working on the Brent Spence Bridge project will be required to submit payroll documentation to Walsh Kokosing using the Ohio Department of Transportation’s Civil Rights and Labor (CRL) system.
